Full Circle Communities is a non-profit organization that develops and operates affordable and permanent supportive housing across Illinois, Michigan, and Iowa. We believe that housing is the foundation on which lives are built. Education, employment, health, social connection and well-being are all improved when housing is stable and secure. Our person-centered approach goes beyond housing affordability through the provision of supportive services designed to help residents maintain stable housing and achieve their personal goals. Our residents often navigate complex issues, including mental illness, substance use disorders, chronic medical conditions, and many have experience with homelessness. We support our residents’ needs and goals through crucial services such as case management, healthcare, behavioral health and substance use support, childcare, employment, and education.
Position Summary
This is an exciting opportunity to join Full Circle Communities at a pivotal time. The Mission Impact Specialist (MIS) will be a key member of our newly formed interdepartmental Mission Impact team. We are charged with demonstrating the effectiveness of quality housing services in improving resident outcomes and ensuring efficient and consistent operations across our developments.
The MIS serves as a vital contributor to advancing Full Circle Communities’ mission-driven initiatives across all phases of development and operations. This junior-to-mid level role is instrumental in aligning project execution with strategic mission goals, while also fostering and sustaining meaningful partnerships with external service providers and residents to enhance community outcomes.
Key Responsibilities
Administration
- Supports the department’s resident engagement strategy; serves as the implementation and data analysis lead for site surveys, focus groups, tenant councils, and other efforts
- Serves as the implementation lead for grants and drafts grant reports for funders; monitor progress, deadlines, and deliverables
- Supports key aspects of contracting with service providers, from selection to contract renewal
- Provides guidance on service provider quarterly reporting and scope of work
- Leads invoice processing, ensures that providers maintain current insurance, and assists providers with budgeting
- Supports the creation and subsequent administration of CHDOs in Illinois and Iowa. Supports FCC’s Michigan CHDO and grant deployment under HUD Section 4 and other sources
- Maintains databases and project management tools
- Continually identifies and supports implementation opportunities for Full Circle to efficiently use and leverage its service funding
Policies & Procedures
- Represents FCC and participates in local and national homelessness assessment efforts involvement Creates, drafts, and/or contributes to resident-centered policies, procedures, and tools informed by resident services data and interdepartmental priorities
- Ensures that the equity framework developed by FCC’s Anti-Racism Committee is incorporated through the department and organization’s work
Training
- Facilitates on-site communication and coordination between service providers, property management, and property ownership using FCC’s blended management model. Provides regular technical assistance and training on the model
- Responsible for implementing Mission Impact’s crisis response and communication policies to foster accountability and support staff, residents, and communities
- Supports site staff learning through regular training interest surveys and identifying training vendors
- On a recurring basis, provides onboarding, presentations, and training on Mission Impact to incoming and current service provider organizations and FCC staff.
Supervision
- Recruits intern(s), provides supervision, and fulfills internship program responsibilities
Other
- Performs other tasks as assigned by the VPMI
Organizational Authority
The MIS is not an officer position within Full Circle. Any and all authority must be granted by the VPIM or SVPIM as provided in writing on a case-by-case basis.
Required Skills and Abilities
- High degree of initiative and independence
- A learner’s mindset, proactive attitude, and strong sense of accountability in executing projects
- Ability to handle challenging situations under pressure
- Professional communication skills (written and verbal) and strong attention to detail; ability to produce materials for and present across a wide range of audiences, from residents to FCC’s Board of Directors
- A willingness to learn and use a variety of project management and data analysis tools such as Airtable, YARDI, and MAXQDA
- Ability to productively collaborate across FCC departments
- Demonstrated interpersonal skills and ability to play various roles in a team environment—at times serving as a project leader, facilitator, or support.
- Intermediate skills in using MS Office and Google Workspace
Minimum Qualifications
- Educational background and/or certifications in in social work, public policy, behavioral health, or related fields
- Three (3) years’ professional experience with permanent supportive housing projects and participating in their programmatic structure for persons experiencing homelessness and/or housing instability, behavioral health issues, substance use disorders, chronic health conditions, developmental or intellectual disabilities, youth, survivors of domestic violence, veterans, indigenous peoples, and/or other highly vulnerable groups. A master’s degree in social work, counseling, public policy, public health, or related fields can be substituted for one year of experience
Preferred Qualifications
- Bachelors’ degree in social work, public policy, behavioral health, or related fields
- Experience with resident services provision in affordable housing and permanent supportive housing
- Lived experience with homelessness, housing instability, and/or participation in housing subsidy programs
- Experience in grant writing and administration/compliance
- Experience with data analysis
Job Details
- Job Location: Chicago, IL
- Work Schedule: Hybrid schedule with occasional travel to portfolio sites
- Job Status: Full-time, salaried, non-exempt.
- Starting Compensation: $70,000 - $85,000
